Correct coords in Bash'ir Landing are 52,14. He also spawns in Netherstorm at those other coords, but you cannot turn THIS quest in at the other location.
to do this easily: gather a few (4 or 5) essences, clear an area where no biggies walk thru, 55/38 worked for me, and then drink vials and use ranged wep to pull flying eels, they die fast. Since the buff to see them is short, don't loot them until it wears off, re-up heal as needed, and repeat.
