Sadly this is very true, the chess event legs are way better. Legplates of the Innocent
Blizz needs to allocate points better on this set.
Pallies need INT, spell crit, +heal and mp5.  The legplates spread these out very nicely. 

If you know anything about stat allocation you know that you can get more stats by spreading them out then dumping everything into one stat.

Example: Heavy Adamantite Ring

STAM - 42

OR Lazuri ring of the Invoker a ring of the Same Level

INT - 14
Spell DMG - 17
Spell Crit - 14

Obviously, some stats are worth more than others, such as 1 point of int which is 1.5x as much as 1 point of stamina. So with that in mind, you get 42 stats out of the first ring and 45 out of the second still making it more stats when spread out. Assuming spell dmg and crit are worth 1 point (which they probably aren't) the second ring is worth 52 points.

[(INT=14 x 1.5 = 21)+17+14]=52

Legplates of the Innocent is more balanced for a Holy pally. But it could be hard to get. It is the same example of the chess event shield, that I had never dropped.
So, Justicar could be a viable option, including the fact that it has tons of stamina and intellect. And it could be easier to get, depending on the progress of you guild.
I´m considering getting this and using it when I need a higher HP/mana pool.

Now that KZ and ZA drop heroic badges these are a very viable alternative.

You give up some MP5 over the LPotI from KZ but this can be made up partially by gemming, and the +heal is far superior.

The only other thing you might miss are the set bonuses.

I got these last night and they are a decent upgrade from the blues i was wearing. I actually lose 50+ heal from useing these. Im going to put the golden spell thread on them and hope for the best. I have to resocket some things to get my meta gem to work again. But all in all I like these better due to the + stam and the -15 seconds on divine favior from the set bonus.

Oh and if you want to know how to get these... then you need to start raiding some more. They are your T4 pants that drop in gruuls lair. Fun, quick raid. Grab 25 of your decent geared friends and go NUKE hum. Just remember after growth 8 he starts to hit like a mac truck. On a side note... Shatter is a PAIN IN THE A**. Last night i died 3 times in one battle from that. Just lucky or UNlucky throws.
