You get Dash when you are lvl 37 from Sin'Dall in Stranglethorn Vale who is also lvl 37. Unless you can find it somewhere else. Im just saying your gaurenteed to get it here. Your pet needs to be lvl 30 to learn it.
Sin'Dall is located N Grom'gol Base. There is Nseingwary's Expedition, Bal'lal Ruins and Kal'ai Ruins. These 3 locations form a triangle, in the middle is Sin'Dall ON A HILL. You wont see him from the ground you'll need to track beast and look for his name in this area. Hes a Tiger like all the other STV tigers around there.
Speaking of which, use Beast Lore on the tigers and panthers in the area cause they have Coward Rank 3.
