If you think this quest is hard for a rogue 30 and above, then you don't know how to play one.
1) You have to pull the guards away so that even if they do run (and they should not run fast enough if you use cripple poison) they don't call reinforcements... that's pulling 101.
2) Never melee a guard that has the shield up. Simply press "t", back away and throw/shoot/bandage. As soon as their shield is down they'll come to you. When they do, use stun (whichever way you prefer) and backstab. Rinse, repeat. Moreover, if you keep backing away from the guard while you fight, there is a good chance they will never use the shield.
3) Use DOTs liberally (opening move, poisons). This strategy will pay handsomely for those "rogues" that don't backstab (ie sword rogues).
The guards die so quickly its not even funny. My guess is that even a 28 rogue with self made potions would be able to handle these. So, stop whining and develop a strategy.
