How does the proc work with rogue special attacks ? Say I put crusader on a trashblade (spee 2.70), then the chance is 5.40%. However the special rogue strikes allow for a lot of extra schwings. Does crusader proc on special moves ?

No, you will not get more procs from items that give you extra attacks or increase your attack speed. I.E. Thrash Blade or Hand of Justice extra attack proc, or Seal of the Crusader increase attack speed will not increase the amount of procs on the Crusader.

  That is true, the proc rate is SET per minute.
  
  So if you swing fast it seems as though it's not proccing as much. If you swing slow it seems like you have more enchanted hits.

      Crusader has an assigned PPM... you looked at the Lifestealing section...

        Well that makes it for most 2 hands about 4-5 procs per minute meaning that since it lasts for 15 seconds so 4*15 60 seconds so basicly you are having that +100 strength most of the time.

        While it is true that most, if not all, enchants work on a Proc Per Minute basis, Haste increases the proc rate of Pre-TBC enchants, but not post-TBC enchants. Thus the number of procs you get per minute from things like Fiery, Lifestealing, and Crusader all increase while under the effects of haste. Procs like Mongoose and Executioner do not increase under the effects of haste. Refer to this thread at Elitist Jerks for more information:
