Where is his mob found ?

he paths along the wall near the final guy.  dropped Emissary Cuffs of Agility for us.

Emissary cuffs seem to be the equivalent of a green leather item with a random stat at the end and 5 resistance.

Does this guy spawn every time, cause i cant seem to find him

the first time i did the gnome, this guy was on the far right ledge going up (its a dead end) at the door for the final boss. there are at least 3 groups of 3 mobs leading up to him. we fought and killed him and he dropped the glass shooter (freakin warlock in group rolled on it and won). went back again to get this gun and fought our way to where he was last time and he was not there. as we were making our way down on the lft ledge i could see (and click on him) from the other side, but when we got there he was gone.

On the final path to Thermaplugg he patrols the right side. Easy to find if you know where, if he isn't there you can wait for him at Thermapluggs Gate, takes only a very few minutes.

Another reason some of you are having trouble finding him is because he's a rare spawn.  Kinda like Miner Johnson and Marisa du'Paige in The Deadmines.  =)  Thott denotes rare spawns as an "r" next to the levels.  So the 33+r means he's a rare 33 elite. 

Ran The Deadmines 5 times before I finally got to fight Miner Johnson.  And of those 5 times, only saw Marisa twice.  So don't despair if you can't find this guy... just keep running it!

so this ambassador guy patrols the right side and also walks beside thermaplugg's door? cause i really want that gun.

Killed him yesterday on my alt, dropped Emissary Cuffs of the Monkey, slight improvement on my past bracers. :)

Where can i find the Quest?

when u get off the ramp near Thermaplugs door u go up the one on the opposite side ... its pretty narrow and calls allot of aggro if u did not clear the middle. he droped glass shooter for me ..... but what does a lvl 60 pally need with that .... oonly seen him twice in like 30 guild runs

Wanna see if this spawn is here easy and quick before doing a whole instance to get to him?  Jump in, kill the very first mob you see.  Use an elixer of dream vision, and jump off the ledge.  Go right to the area he spawns.  Not there?  Jump out, reset the instance, jump back in and use another potion.  (you kill a mob to make sure the reset worked- if it worked the mob will be alive again.)

Of coarse this only works if you have someone high enough level to use the elixers, but it is one strategy I use.

It ses up there that the NPC haven't been seen in a while and may not exist anymore. i just wonder if he still do exist or not. add to the list if u see him plz...

is he a rare?

Found him yesterday, so he definitely still spawns.  Saw him at the area previously mentioned, roaming down the far wall (the very skinny side) right before the final boss.  Doing a few runs and not finding him everytime, so perhaps a rare spawn.

After doing 5 runs more and searching the same spot, I have yet to see him again.  I'd definitely call that a rare spawn, so good luck if you are after any of his drops.
