When grouping that is ok sometimes but really, when you solo, why would u waste time on it. Even tho its instant cast, you have to waitfor the like 1sec all spell cooldown to cast somethin else. And like most priests should know, when soloing time is a HUGE factor. One or two seconds can mean life or death. Thats just my two-cents.

Ok, lets break it down. Im not much for PVE, so this is a for end game PVP. When it comes down to it, Every racial spell for priests has a use, depending on how you play. So first ill list them.

      Human: Desperate Prayer, Feedback
      Dwarf: Desperate Prayer, Fear Ward
      Night Elf: Starshards, Elunes Grace

      Troll: Hex of Weakness, Shadowguard
Undead: Touch of Weakness, Devouring Plague.

As far as usefullness goes, all have there advantages, and disadvantages. I call that (get this: pros and cons)

Desperate Prayer: This is an excellent spell and very great to use in the heat of battle in my opinion. It heals you for about half your life, is instant, and costs no mana. Great for a varity of situations, out of mana, cant get your heal off in time. waiting for a sheild cooldown, lots. And believe it or not, most people who play, go through 30 min very quick. Think about how often you have to keep buffing your self with Fortitude. Every time you rebuff, another free heal. However, its use is still limited, and when you are in a situation that calls for it, chances are you are getting beat on and arent going to last for another half your cloth wearing life anyhow.
Pros: Great free heal about half life.
Cons: 30 min timer, when needed, most times too late.
      Rating: 7 out of 10

Feedback: Lets get one thing stright, Feed back at end game costs over 500 mana to cast, lasts five min, and only procs 25% of the time on weapon hits. Now i dont know how often you are using your main weapon as a priest, or what exactly 105 mana and health drained from them and 105 mana for you is good for at end game. but if you are using this to get good amounts of mana from pvp, your already F*cked as a priest. perhaps this may be good when you have enough time to cast it before hand and let your mana recover, and are soloing a castor mob, but i doubt it sencerly, just about useless in PVP.
Pros: free damage and mana are always nice.
Cons: Benifits dont outway the costs of using main hand weapon.
      Rating: 1 out of 10

Fear Ward: This is a nice little spell that i personally use all the time. fist it is castable on any friendly target, and it is a spell that lasts for 10 min, or until a fear is used, which ever comes first. it will resist that fear. Perfect for battling those annoying priests who can fear your entire group, well now they cant, for another 20-30 sec that is. however it is only good for one fear, and 10 min is a little annoying to recast, but then, its not so bad as inner fire.
Pros: Wonderful nitch safeguard to make or break the fight in pvp. castable on friendly targets.
Cons: 10 min timer, only stops 1 fear.
      Rating: 8 out of 10

StarShards: Now i have heard alot of different sides to this spell, and it all depends on how you play your priest, to me, its useless, or close to, but others insist that it is great for castors, inturrupting spell casting every second, and is also great for targets running away. However it must be channeled, so that is 6 precious seconds you are wasting to do this medium damage spell. not an AOE, and can be inturrupted. So all in all, its difficult to find a pvp situation for this.
Pros: medium damage, hit every second, can be combined with shield to reduce chance of inturruption.
Cons: not worth the mana and time costs to cast in most pvp battles.
      Rating: 4 out of 10

Elune's Grace: Now this might seem like a nice spell at first, i mean, end game it reduces ranged damage taken by 29. well thats mighty handy against a hunter -pet, who racks up his kills with multiple medium damage bullets, and perhaps a little off of castors, but when you really look at it. For a castor hitting you with a 500 damage+ fireball, or a mind blast, 29 damage isnt as important as him not getting off the spell. And although any damage reduction is wonderful, the 3 min duration and 500+ mana makes  it an (in battle spell) like inner fire, and way too expensive to cast. Still, damage reduction is damage reduction, and if you see it in your best interest to waste 500 mana on a three min spell that will only protect you by 29 damage, thats your deal.
Pros: Nice to have, damage reduction, always a +.
Cons: Too short a timer, to expensive a cost.
      Rating: 5 out of 10

Hex of Weakness: Ahh the Troll answer to Elune's Grace. Just about as usefull, but instead of paying 575 mana to protect yourself from all ranged damage, its less mana *320* to protect yourself from all damage on a specific target. Basically a good trade. Protects on all kinda of damage, but only one target. Costs less mana, but must cast multiple times to protect from multiple people. I like this one better, but thats because i hate short lived buffs, 2 min debuffs... not so bad. but its up to you.
Pros: moderate mana costs for a fair amount of damage reduction. Reduces that targets damage to all friendly targets, not just priest.
Cons: only affects one target at a time. damage reduction is 20 at end game.
      Rating: 6 out of 10.

Shadowguard: How do you say, free shadow damage. End game this spell costs 250 mana for a 10 min buff and does 116 shadow damage to anyone who attacks you. Sure it only has 3 charges, and only procs once every 3 sec on a single attacker, its still brilliant to have on you when you enter a battle.
Pros: Almost free damage. works on all kinds of attacks.
Cons: can you say 3 charges. only 116 damage each, not alot end game.
      Rating: 6 out of 10

Touch of Weakness: Well if it isnt the undead version of Elune's grace and hex of weakness, Blizz sure does like damage reduction. Its exactly like hex, except it effects your melee weapon, next attack procs it. and it does 65 shadow damage end game. Basicly the same thing, but gimped to make you have to use your melee weapon. lame. oh, and a sliver of extra damage too.
      Pros: same as hex
Cons: must use melee weapon to proc it.
      Rating: 4 out of 10

Devouring Plague: Now we come to the mother of all racial priest skills. This is awesome. Just think about it for a second. 985 mana *not cheap, but afordable* does 904 damage over 24 sec, and heals for every damage it takes away. Basically you cast this on someone, and it will be yet another dot in your arsonal, plus it will be yet another renew, only you get it from your target. so imagine a priest fight normally, now imagine it with 24 sec of you constantly stealing his health. A great racial ability to have, as a dot this would be good, but the fact that it heals you, increadible. plus if you didnt know, this stacks with vampiric embrace and shadowform, making the damage higher, the healing higher, and you can heal your party members as well, the possibilities are numerous. its true that the highes heal heals for 2.5 times as much, and costs only 100 mana more, but it has a cast time, and does not harm the enemy, a damn good trade if you ask me. the only problem is that 24s is a long time to wait in a fight. and the 3 min cooldown is a joke, only good for keeping the priest from casting it on 2 targets at once, or the same target in the same fight.
Pros: awesome dot and heal over time, shadow damage good for shadow priests, stacks with V embrce.
Cons: damage takes 24 sec, along time to wait, if the target is still alive. armor values change actuall damage.
Rating: 9.5 out of 10 (only because nothing is perfect)

      Humans: 8
      Dwarves: 15
      Night elves: 9
      Troll: 12
      Priest: 13.5

As is the age old lesson in WOW, when it comes to one overpowing ability, again it goes to the Undead. *sorry guys, but you know its true* but all in all, the combination of decient spells on other races, can outweigh that. Then again, this is all a bunch of my opinions, and thats why i play a dwarven priest, your opinions, could be very different. But when it comes down to it, yeah, id trade either of my racial spells for Devouring plague, but not both.

It counts as magic. The part where it says disease is because of the fact that its called "devouring PLAGUE". So it can be removed my a dispel magic-spell...

I haven't really played any other priests to higher level, but I love my undead (currently 48) priest.
It's so easy to keep yourself alive, since devouring plague stacks with Shadowweaving (+15% shadowdamage, need to cast 4 or 5 shadowspells before it though...), Darkness (+10% shadowdamage), shadowform (again, another 15% shadowdamage and 15% physical damage less) and of course vampiric embrace(20% of all shadowdamage dealt by you to caster's life).
So the highest level of devouring plague technically heals you for about 1518 damage over 24 seconds.

And the even better part is that you can also use other shadowspells(and even a shadow-wand) to increase the amount of life stolen by use of the vampiric embrace.

And yes, it's true that dwarves have shadowward (which is great), but cant that be dispelled?

Devouring plague is a very powerful spell indeed, but its not the all powerful spell that people make it out to be.  Consider especially that it is considered magic and can easily be dispeled by another priest or a paladin.  A 3 min cooldown is somewhat short for the power of the spell, however it can make a difference in deciding who or what to cast it on especially in PvP and the mana cost is also a factor in determining whether or not to cast the spell in certain situations.

The Undead racial spells are a lot more balenced than people think, Touch of Weakness does not even come close to a 4/10.  If you gave Feedback a 1, Touch should be right there with it.  Most of your examples were in end game use, so imagine a lvl 60 priest running up to another player and trying to hit them with a staff that has a 2.5+sec attack speed.

Not only does the loss of casting time make this spell useless, also the amount of damage dealt to you during the time it takes to get close enough and get off an attack (assuming your first attack hits, which depending on what your fighting most of the time it wont).  The damage you take will be much greater than the damage you prevent after it is applied to a target.  Where as Feedback can help restore precious mana and do damage to the target at the same time (somewhat resembles devouring plague in the sense that mana can be translated into health, sure it's nowhere near as effective but that doesn't make it useless).

I would rate Feedback higher than a 1, but not much higher.  While im on the topic of Human racial spells lets take a look at Desperate Prayer...this spell is a FREE instant heal where you don't have to worry about dispel.  I would argue that this spell is just as good as Devouring Plague.  This can save your life in many different situations whether it be in an instance or in PvP.  The fact that it's instant makes up for the damage done by devouring plague, because the priest can save mana to cast damage spells or heal party members, where as a priest can easily take more damage per second than Plague can heal, not to mention the amount of mana the spell drains and thats assuming the spell isn't resisted or dispeled (and then having to wait another 3 mins to cast again).

From my point of view, Human and Undead racial spells are pretty well balanced.  In my opinion Dwarves have it the best.  Night Elves and Trolls got the short end of the stick, but that makes two decent priest races for the Aliance and one for the Horde.  When it comes down to it its all a matter of preference.  If you want a good shadow priest roll an Undead, if you want to holy spec. roll a Human or Dwarf.  And if your devouted to the Aliance but you want to dish out some shadow damage, why not try a warlock?
