The fledglings dropped the uncracked horns about 1/3 the time while I worked this quest. Theyre' level 51-53. Took about 30 minutes. Makes sense that the young ones would have uncracked horns I suppose.
You can find them all allong the road into Winterspring from Felwood. I found the highest concentration in teh Frostfire Hotsprings valley area. correct cords Well people I think it's what level your at cause I was lv 53 and am now lv 55 just completed this quest. Most of the drops I got was as soon as I hit level 55. Let us not forget the super sticky tar quest. I had the same problem there too. So Blizz does this on purpose to make you level up. Go to coords 65,30. I got all 8 drops by killing only 16 mobs. There are loads of Chimera in this area but the spawn rate is horrible. Don't forget to look up on the hillside around 66,26 because there is another group of them up there. Took me no more than 15 minutes once I found the spot.

For those of you without co-ords a great place for lots of chillwind ravagers is north of everlook. On your map this can be located jus north of the mountain on the northside of everlook.
The droprate wasnt excellent but not bad, for me, i killed 3 chillwind chimera and no drop, followed by 27 chillwind ravagers. uncracked horns dropped on my 2nd 6th 12th 18th 19th 21st 23rd 27th so expect to kill as many as 6 before another one drops. After running around to other peoples co-ordinates and being disappointed repeatedly I finally found the gold mine myself at 59.25 to 59.20 and all around the entire area up to 59.16.
This is where to get this quest done fast! I wanted to complete this quest at level 52, so the north area was too high for me. I took the advice from an earlier post and followed the road from Everlook to Felwood. Just off the road on either side I found lots of chimera, range 52-55, which I was able to handle no problem. Also found the drop rate was very good... picked up a horn from every kill except for about three or four.
All the entries were probably correct at the time they did this quest, but im a lvl 56 warrior, using a an axe called the Beastslayer. All my Chillwind horns came from level 53 and 55 Fledgings. I saw "NO"- lvl 51, 52 or 54's Fledgings at all during this grinding quest, I stopped counting after 30 kills as it became plain that a random draw was taking place to issue these Chillwind Horns!
Im getting a bad drop rate i have killed over 50 of these things and only have 5 so far.... AAAARRRG!!!!
