This spell "grants the caster 30% of their mana regeneration at all times."  Does this mean that it reduces their mana regeneration by 70% when they aren't casting?  Either way, it still wouldn't be very useful at level 60.  The resistances are trivial throughout all 3 ranks for the level that they represent.  The sacrifice of 560 armor, which mages can always use more of when taking melee damage, and they lose their chilling effect, which allows for faster escaping if they get in a jam.  Since I am not at this level, I don't know for sure, but this looks like the stupidest buff I have ever seen.

While im not a mage, i see the usefulness of this buff. If ur smart in a group you wont be getting hit much by mobs, and having that extra mana being regenorated while casting that long cast spell would be VERY useful

This spell is great with mark of the wild.  27 resist all (improved MoTW 5) and mage armor gives you 42 resist all and thats before you get armor and racial bonuses.  Add to that resists from other classes and you can get pretty good resists.  I can get 118 shadow resist on my 60 druid.  I rarely get hit for full shadow damage and take half damge most of the time.
