My skill was at 185 when I started here, and 215 when I left, and they were still yellow & orange to  me.

When commenting, please mention which zone, since comments attach to all battered footlockers, regardless of zone.

For instance, Durnholde Keep in Hillsbrad is a ~20-22 area. I am at 188, and all footlockers were grey. Still looking for a decent place to skill up.

Is there a way to open these without being a rogue?

my guess would be if u are a black smith and have a skelliton key that you could open them

i wouldnt bother though, mainly just a few copper coins and sometimes some cheese

these are mainly just to help rogues lockpicking

ps the battered footlockers in hillsbrad went green at 125 lockpicking

i guess if you open like 30 it turns green because there turned green on 155 for me :)

All the lockers are in Durnholde keep, where you had to pickpocket syndicates for emblems.

orange: under 120 lockpicking
yellow: 120 - 125 lockpicking
green: 125 - 155 lockpicking

Interestingly the lockers seem to be tiered. on the lowest level of Durnholde where the old wooden buildings are when I hit 155 lockpicking although the lockers on that level were still green to me, I couldn't level up from them. It's not worth using the lockers further up the castle because they are much more spread out. At the bottom the lockers are spaced very closely together so i went from 115 to 155 in about 15-20minutes. off to wetlands now i think that's 160-210 or thereabouts.

On lockpicking 170 go to desolace, swim by the coast of Sar'theris strand, you shall find orange lockboxes on pretty fair deep. When your skill raises you can swim deeper and further out, to find mossy footlockers which are red for me right now (with 175 lockpicking skill).

The footlockers can be tricky since the contrast against the surface they lay on are bad, but I can live with that.

good lockboxes in Angor Fortress is Badlands (by Uldaman). If you're lvl 36+ this is a great spot for 160-210. You can also do circles around the place and pickpocket people while you wait for Lockbox spawns. I got around 1s each Pickpocket
