If you still need +hit, this makes a great druid cloak. If you don't, the blue Capacitous Cloak of Calibration is better. The crafted Vengeance Wrap is the best of all but it has no stamina.
Now that druids get 10% more AP instead of 20% more strength this cloak is preferable to mechnolords. It has more crit and AP and Stamina. Whats not to love?

You clearly know nothing about game mechanics if you treasure ap and crit over hit rating. Read some rogue theorycraft and look at some of the rogues from the top guilds, they have around 1400-1500 ap and 26-28 crit % with 250 hit rating.
250 hit rating is a bit extensive for kara geared rogues which I assume are what we're talking about since this cape drops off shade, I have 1600 AP with 29% crit and 201 hit rating and I consistently top dps
5% hit rate is not that much, seriously go read up on it and you will find you will need more than 5% for white damage. It isn't a waste because so much of a rogues damage comes from white damage.

Ever heard of the talents Combat Potency or Dual Weild Specialization? Haste rating? Poisons? These all greatly benefit from having a high hit rating. Around 50+ % of a combat rogue's damage comes from auto attack alone. You say you are a sword rogue and that you understand game mechanics, I have to disagree. Are you in 2 pieces of T5 and the rest greens, seriously? I don't even have a piece of gear from beyond Moroes and unbuffed I have 25.62% crit, 1448 atk power and 175 hit rating and 7884, my sword doesn't have stats on it either.

A friend of mine has 300 hit rating, 26.75 crit, 1598 AP and 8574 health whilst still wearing blues and only 3 pieces of T4.

well i dont have quite that but im a mutilate rogue with 27 crit, 200+ hit and 1450 attk power.. i have a bunch of epics but im not fully epiced yet.. when i am i will probably have those above mentioned stats or better... now hit rating is in fact useful for the sustained dps.. here is a hint.. with only 5 percent hit your going to miss a shitload of your attacks, especially against boss fights.. so l2p

There is a 5% base chance to miss vs a mob of equal level to the player.
Thus a lvl 70 player (assuming max weapon skill) with 0 hit rating, attacking a mob of lvl 70 will miss 5% of the time.
Current end-game bosses are considered level 73 for purposes of hit/resist etc.
For the next 3 levels, there is an additional 1% miss chance per level.
Thus lvl 73, the miss chance is 8%.
There is more though, every 1 point in defence gives 0.04% additional chance to miss.
3 levels = 15 points. 15 x 0.04 = 0.6
So miss chance vs an end-game boss is 8.6%.
I play Hunter so I'm not bothered about melee but as I understand it, Dual-wielding increases miss chance right? If I'm right (not sure about this) then it is probably worth getting more +hit than this.
Druids don't have an offhand weapon attack, this is a big part of rogues needing so much hit, talents being the other part. 24% base chance to miss with offhand. A druid does only need about 5-6% to hit.
This is best burst dps cloak for us in game(PVP&5mans). Vengeance is best for sustained dps(Raids)...
If you are using a two handed weapon, or 1 mainhand weapon, IE not dual wielding, then you have a 5% chance to miss on an equal level target. If you are dual wielding then you have a 24% chance to miss. thus the need for tons of hit with rogues, dual wielding shaman, and Fury warriors. hunters, im not sure if your bow counts as a 2h for hit % purposes but i always assumed so simply because you cannot use any other weapon while holding your bow (shooting, not equiped on your character).
Also you will always have a 1% chance to miss no matter how much +hit you have. this is for dual wielding. im not sure on 2handers or single wielding. this means you will no longer see effects after a certain +hit rating.
16 hit = 1% increased chance to hit same level target.
5% base chance to hit.
16 x 18 = 288.
23% chance to hit achieved for rogues at least.
this is why you will not see any respectable rogue with more than 300 hit. the effects are tapered to nonexistence after about 300 because boss mobs are factored as lvl 73. i read somewhere that this raises your chance to miss up to 24.6% but im not sure so i wont say yay or nay on that. EITHER WAY, 288 hit would be the highest id go simply because with that much +hit, you have no doubt sacrificed quite a bit of your other core stats to get your rating that high.
+hit gives 40% more dps from white damage then +crit does, on a point for point basis UNTILL 288 HIT RATING. after that, your wasting your time, in my opinion. as to the previous poster, id like to see a rogue in ANY guild with 1500+ ap, 250+ hit rating, and 27+ crit, that DOESNT have shit for stamina. in Gruuls, endurance is key. if you cant take the hits, you cant dps. being dead makes all your +hit and +crit worthless.

Not "god gear" in the slightest. a few raid items, and the rest is from heroics, rep, or crafted.
My crit is lacking but with time comes items and with items comes better itemization.
base miss rate for 2H and ranged is 5%. Base miss for dual wield is 24%. Check your Damage as a rogue and realise 60% of your damage comes from normal melee attacks, not special attacks.
You need ~8% +hit to never miss on a special, vs raid bosses, but every extra point up to +24% will increase your DPS more than crit and AP. Crit and AP can be increased by pots/buffs/trinkets etc... there is no substitue for +hit. This for rogues/fury warriors/dualwielding shammies in PVE.
In PVP +hit doesn't matter so much as most damage is from big bursts from special attacks.
This is an IMBA PVE cloak for any dual wielding class, end of story.
As others have said above, the magical number for non dual wielding is +8.6% hit for raiding. If for example you're a hunter and your hit rating is not maxed out at +8.6%, focus on +hit over other stats in general since every +hit% translates more or less to +damage%. This is because in terms of Blizz's itemization (i.e. the way they allocate stats on items), if you find two items that are both equal power then the one with +hit will end up giving you more DPS.

Dualwielders:
+18 % needed for main hand
+24 % needed for off hand
- Off hand does less damage than main hand. Which means that from 18 % on, you won't be getting the full +1 % dps for every +1 % hit.
But:
- Rogues have up to +50 % off hand damage from talents.
- Warriors have up to +25 % off hand damage from talents.
- Shamans don't have this talent.
Basically, +hit is the best way to increase your dps until you hit the cap.
There's a reason why you see some pro rogues with 2-300 hit rating or more, if they can get their hands on more. That, in addition to maxing out their +hit talents of course. +hit for the win.

Your white damage is more than half of your total damage, so anything that increases it is good. Like hitting.
this cloak is amazing for any dual wielding class. I personally am still waiting for shade to drop this for me. Btw any raiding rogue shold be focusing on hit before anything else, i have 250 and the talents from combat mastery. Hit>AP>Crit>AGL>Stam
kanasta, or whatever your name is. white dammage does alot more than your yellow does i mean think for a second... my crushing blows (and im a combat rogue with talon of azurha and merc offhand) hit for ATLEAST 1000 dammage and my sinisters can crit to 1600 and since im always doign white dammage hitting 600-900 non crush and sinister hardy critting wich makes it 800-1100 means ur white dammage does alot more

And it is true. Well equiped rogues that know how to do some SERIOUS damage stack in hit rating. Why? to simply get more out of their hits. It's so simple. You hit more = more energy = more damage = you win and everyone loves you.
White damage is roughly 50-60% of your DPS. Hit is unbelievably important for a Rogue. For endgame raiding you should be aiming for 200+ hit rating. I'm currently sitting on 300 hit rating, 1900 AP and 20% crit. I usually top 25 man damage meters.

Sealfate. Them knowing how to play is them getting their gear to 200+ hit. A rogue that is 3rd in Kara DPS is likely awful unless they are standing next to two classes with way better Gear. If us rogues aren't in 1st we aren't doing our job unless its AOEville. I had Vengence Wrap for a while and this is better in terms of Pure PVE DPS. My Advice is run Kara with 200 to 250Hit for trash and try to get to 300 for bosses. I switch out gear to accomplish this. For 25mans 300+ hit works nicely.

Yes this item is indeed great for a rogue.
But frankly a fury warr can go respec useful.

Got this last night for my rogue. Replaced the Bloodknight War Cloak.
With both cloaks having the +12 agility enchant, you gain a total of 1 agility and a nice chunk of hit rating over the BKWC with the DofDR, but lose about 13 AP and 10 health. Gains of crit are next to nothing, something like .04% if I remember from rating buster, but a gain nonetheless. This item is prioritized over the BKWC because of the hit rating and nothing more for us rogues in my opinion.
Err, this is way better than Dory's for PVE. Unless your guild called it before starting the run or something, why wouldn't a rogue roll on it? This is a PVE rogue's wet dream at the T4 level.
Also, being a dick in response to what may or may not have been a dick move by this rogue makes you....a dick.
