This is not fake, not at all! There is a quest in the blasted lands for lvl 60 warlocks that at the end gives an item and this summon spell...although the stats are screwed up it is possible!Here is the link...all the info on how to do it are listed there:

And its also not fake because there are lots of spells posted here that are cast by NPC charachters. The warlocks in DM north all run around with doomguard minions. This is the spell they most likely cast in order to summon those minions.

doom guard does not suck, i read about it in thotbot, people say it's like an elite pet

The Doomguard is summon on a time restricted basis. He will last 30 min the vanish. When he is summoned, he is held in chains by the warlock. It is possible to loose and need to re-capture control. This is a fighting machine. Great when your party or raid could really use some serious help.

ok heres the run down, as an 80lock i did it with an 80 paly in about an hour. first pick up 2 quest in the tainted scar in blasted lands. quest give is above the letter t in tainted on map. one quest is in dire maul you have to hit the warp wing and go out and in about 3 times to collect the drops. just follow the imp at the begining. Other quest is in wintergrasp in the south again, very easy. All mobs are like lvl 60 elite demons. then just turn in and capture a doom guard. youll need regents for summoning. enjoy
