    got this off a muck ele in nagrand, just a world drop think just about anything can drop it

      after patch 2.40 this drops from Kael'thas Sunstrider in Magisters therasse. Found it in normal first run, probably higher droprate in heroic ;)

        It dropped for me in the Magister's Terrace too but NOT from Kael'Thas himself.

        It dropped from a random mob just before the first boss. Prolly higher drop rate in heroic.
