Where is the quest giver exactly ?

The NPC that gives the quest is located just before the warlock boss(Nethekurse) in the entrance to the sewer, but only on heroic.
We just ran this quest with the difficulty on heroic of course and did not get to complete it. We made it to The warchief in the time alotted and wiped when he was at 23% which sucked but wasnt to big a deal since we were going to finish it even if we didn't make it. When we re-entered the instance the timer had reset to 15 minutes which gave us time to down the warchief and the executioner. Howevere the prisoner wasnt the captain but some other npc that didnt count for anything as far as I could tell. The quest still is not complete in my log anyway.
Wondering if it is bugged or if the other prisoner is there just to complete one of the trial quests? Why did the timer reset to 15 minutes if it wasn't to complete the 55 minute quest? Anyone know what gives?

The first prisoner is killed when the time runs out, this is the person you are saving. Then its 15mins until the next one is killed.

  After you kill the first boss and enter the room thereafter (The Gauntlet), you start the 55minute countdown for the first execution.
  
  There are 3 Prisoners.
  
  After the 55minutes are up, Prisoner #1 is executed.
  After that, you get another 10minute countdown for Prisoner #2.
  After that, you get a 3rd countdown of 15minutes for the last and final Prisoner #3.
  
  If you're doing the quest for the Trial of the Naaru: Mercy, you just need to save at least 1 prisoner and the executioner will drop the unused axe.
  
  If you're doing this rescue quest however, you need to rescue the correct prisoner within the alloted time.
  
  For our group, the NPC we had to rescue, (stoneshatter(horde)), was Prisoner #2. So we had 65 minutes total.
  
  But of course we failed.. wiped twice on the boss due to cleave spams on the clothies.
  
  We did, however, kill the boss in time to rescue Prisoner #3, and I finished my Trial of the Naaru: Mercy quest.
  
  I see reports of people saying that the NPC you need to rescue is Prisoner #1, but I can't confirm this. I've only done this run once.
  
  But it being Prisoner #2(rescue) would make more sense, seeing as how the old 45minute Baron Run used to give out a 10minute warning before the execution. Also, the time difference in the Prisoners 1 and 2 of 10minute and 15minute warning would make sense. 10 extra minutes for the rescue quest, and even if you fail that, you get a bonus 15 more minutes for the Trial of the Naaru: Mercy quest.
  
  So basically, If you're doing this rescue quest, (Imprisoned in the Citadel), you must kill the last boss within 65 minutes of starting The Gauntlet (After 1st boss) in order to succeed.
  
  If you're doing the Trial of the Naaru: Mercy, you have about 80 minutes from The Gauntlet (After 1st boss) in order to complete your quest.

we run heroic SH a lot of time to complete that. IMHO It's one of the most difficult quest in all Outland...

You can take quest from NPC near the 1st boss sewer. the quest target is the 1st NPC at the end of dungeon. You must complete all dungeon in 55 min, or he will be executioned and you fail. there other 2 NPC, you must save at least one to complete Trial of The Naaru: Mercy, but for this quest u need the 1st (captain Alina).

We tried to skip the 3rd boss.. don't do this !! from 2.2 patch it isn't skippable anymore, when you pull the final boss the 3rd also come (and you wipe for sure..).
suggestion for 3rd boss, easy way: he doesen't respect aggro list and sometime switch aggro to 2nd in list. You need to have 2 tank always on top or clothies DPS are dead.

Our team was :

1 tank war - main tank
1 tank druid, with double gear. swap from feral (need for 3rd, and last boss and manage the 6+ mob groups) and catty dps.
1 holy priest - healer
1 shadow priest - DPS and of course off-heal
1 mage - DPS

entire run, ZERO wipe, we saved her with 2 minutes remaining..

I think this quest has been nerfed pretty hard. Tonight I (paladin tank) did my first SH heroic run, with 2 hunters, an elemental shaman and a resto druid who just switched from feral to resto.

We read about the quest, that it's pretty hard, so we skipped it at first and just went on with the run.

We then reached the last boss, and still had 21 minutes on the timer. So, we ran back to the npc, got the quest, and 5 minutes later we had 24 more gold.

The third boss isn't to hard btw. I put JotC on him for extra threat, and used SoV. I just kept 5 stacks on him, and when he switched target (he has 2 threat tables), I just nuked him, with AW etc, and got aggro back. When you have aggro on both the threat tables, the fight is easy.

Answer me this have u ever saved her and not be able to finish the quest i have the Unused axe thingy in me inventory and i can turn it in my group is openning a ticket for this matter, just wanted to point out that it bugs sometimes, jokulhaups, area 52

The Unused Axe of the Executioner isn't for this quest; it's for the Trial of the Naaru quest in Shattrath. This quest ends when you rescue the FIRST prisoner, and then talk to her.

Please note that while working on the timed run, you might consider skipping the two-headed ogre boss (Warbringer O'mrogg), because that would save time.

DON'T SKIP Warbringer O'mrogg. Once you engage Kargath Bladefist (the last boss), he'll come running around the corner!

Trust me, you'd have to have a pretty imba party to handle both bosses at the same time :)

Well throw me rocks but I was so happy that we could do the instance in time and we have the Naaru quest done as well that I just HS before I finished the quest. It is in my q log and it is completed. Is this means that I do have to make the whole thing again in order to speak with the captain?

Well, the description on that quest is pathetic.
It says "Captain Alina resued"!

So i have to actually suppose that there are some more prisoners that need to be rescued? How would anyone know?

exact the same thing happened to me... anyone can explain? we all wipe once, and the buff disappeared but she was still there...

My group just got to her within the 55 minutes, with 1 minute remaining. We all got our quest item for the Trial of the Naruu: Mercy quest, but not for saving the Captain. She has a silver question mark above her head and says nothing when you talk to her. I sent in a ticket to a GM a few minutes ago and hope to hear back soon.

just dinged 70, decided to to heroic SH.. killed last boss with 20 mins remaining. helps if you have a t6 druid tank friend =)

We skipped loads of mobs, the ones that are fighting themselves in the corner, it probably saved us a good 15mins or more for wipes. We managed to do the quest even though we wiped twice on last boss.
