A lot of the points some of the guys are making is the water doesn't really benefit us as much as it does everyone else and it's very stupid to charge an insane amount for this tome and then expect mages to keep making you free water.  It will be a very long time before you get 200g back for selling water. Like you said...gold is plentiful in Outland, so people just need to drop the price a bit and stop being greedy when there are more important things to spend your gold on.
