It removes harmful spell effects, basically any spell effect that dealt damage will probably be removed...

example: frostshock.

The focus isn't only on casters, but others such as Paladins (SoV, Consecrate) and Shaman (Flame Shock), etc.

btw to the person who said they use Garrote on a priest, why? 3 seconds isn't justifiable. Try CS or Ambush based on your spec.

If you want to remove bleeds, Stoneform is ideal for the job.

Garrote is a smart move against holy priests if you have Dirty Deeds -talent, as cheap shot lasts only 1 sec longer and ambushing when critted can cause Blessed Recovery mitigate 25% of the damage done, which means ambush = less damage than Garrote.

Cheap Shot makes 2 CP costs 40 energy. stuns 4 sec = 3 hits
Garrote makes 1 CP costs 30 energy. silences 3 sec = 2-3 hits and 50 % ambush damage on average over time
Ambush makes 1 CP costs 60 energy. crit damages well over garrote

So in a conclusion, use the skills situationally, there ain't 1 right one to spam on every situation, you must read your enemy for which spec she/he has.
