That means either rogues or druids can wear it.  Depends on how you're specced and how you play.  Arguing over who this is for is pointless.  If you're in a party with a feral druid or rogue, guess you'd better hope you can roll higher than he does.

As for pure stats, the most benefit for this would seem to go to either bear tanks or evasion rogues.
