All the reports I've found say the speed increase is 8% and doesn't stack with any other form of speed increase.

For anyone thinking of shelling out hard gold for this recipe, I'd suggest passing.  The mats are brutal, especially compared to getting a metagem speed boost or even the boar's speed enchant (which at least uses primal earth).
