14 Str will give you, what ? 2 dps and 0.75 block value vs. better block rating AND superior block value on the other item. Adding a +8 defense gem when you probably already have reached the 490 cap (my case) and maybe +8 parry or dodge is just a tiny plus, which doesn't reflect the difference between blue and purple. But maybe I'm wrong. You tell me, since you seem to be the big expert.

Beside, that's not the point. It's just not right that this belt is even comparible with the blue one, given the level of difficulty to get it compard with the other.
