alright, so i was experiencing the same problem. 

did the knoll quests, nothing.

did the dreadmire quest in dustwallow, nothing.

did most the feralas quests, nothing.

but, when i obtained 'tabetha's task' and went to speak with her, which she then gave me the second part (in ZF), and returned to majoche, it was available to me!
