The Courier's group spawns only when someone starts this quest. If you have had this quest for a while, just go back to Quae north of the farm, abandon it, and start it over. Quickly run south down the the road which leads away from the farm and the courier will be right there. Much faster than running between the farm and tarren mill for hours.
