1. Spawning: One time I tried it he spawned at East Circle.

2. Finding Him: Agree, split up your party and stakeout the circles.

3. Killing Him: Take out the kobolds first. Fozruk isn't that hard. But watch out for other monsters. Worthwhile getting ahead of him and use 4 party members to clear out a safe zone.
