Found him SW of the Refuge Point

When I did this the minions were already gone so I suppose a group attempted it earlier. All talents were spent in frost and I had to use Ice Block a lot.
This was the second time I tried, first time when i was down on Hp+mana and waited too long. Fozruk lost aggro and sprinted away (Problem caused by kiting him half way across Arathi Highlands.
Tips:

• Dont let him hit you (duh) he breaks ice barrier and other shields clean through.
  
• When your running away from him, dont run into other mobs
