Horde can get Tribal Leatherworking -- it's NPC is in Stranglethorn Vale. I only know to look around the general area of 37, 37 but I could be wrong as I'm alliance, but I've seen the guy a lot. He's a troll in one of those little troll "gazebo" structures I guess.
Anywho, Tribal Leatherworking dosen't replace normal Leatherworking, it's an addition to it. You'll still be able to retain knowlege of all your previous patterns, but you'll have access to a special selection of other patterns. However, you won't have access to the patterns of other specializations, so it's a good idea to select one that benefits you the most.
With patch 2.0.3, a lot of patterns that were pre-existant to the patch were despecialized, but by returning to your training NPC, s/he'll give you a selection of new patterns -- however, the items you create are Bind on Pickup and are made to benefit you alone.
So if you're a Rogue or hardcore Cat Feral Druid, go Elemental Leatherworking. Most druids, you'll want to go Tribal Leatherworking. Hunter or Shaman: Dragonscale Leatherworking.
It's also unknown to me if the Shifting/Chromatic/Hide of the Wild are still specialized. I'd almost think that they aren't anymore, as they have despecialized all the Reputation reward patterns from Thorium Brotherhood and Cenarion Circle which include many epic crafted pieces.
