I'm using it at level 70, it still gives 60 str (120 ap) making it better than savagery.  You might argue the point that savagery is permanent whereas crusader is a proc, but it procs so much its a lot like being permanent.  Especially considering how expensive Savagery is.

The heal it gives still helps, too.
