Well, as it comes to dual wielding... no way. imo wielding two weapons seems very rouge/warrior like in lore and by a Paladin possibly considered dishonorable fighting... but enough of lore:

Dual wielding is anyhow only interesting for retribution Paladins i.e. DDler, and seriously: It is not neccessary! A good retribution Paladin needs a slow two hander also in order to max his skill procs and be able to use his abilities.
Have you ever seen a well played and well equipped retribution Pally post 2.3 (also great pre 2.3 but pulling too much aggro)?
We got one running ZA & SSC with us and he is mostly rank 1-3 in Damage making all Mages and Locks depressed ;-)

It says it increases the amount of mana gained by Spiritual Attunement by 10%, which would mean 11%.  It's just like Sanctity Aura giving your SoComm Procs 77% instead of 80%.  If it was 20%, it would be way, WAY too much.  Not that I would complain at 20%, if it were the case.
