The statement about being a Gnomish engineer and not being able to both Make + Use the "Goblin Jumper Cables" isn't completely accurate.
Goblin Jumper Cables only require that you be an Engineer with a skill of 165 - both to make and to use. Alot of higher level engineering items require engineering to weild/use them... such as The Parachute Cloak, Mechanical Dragonling, and Compact Harvester... and the Goblin Jumper Cables. You can make Goblin Jumper Cables long before you come to this quest... just look for the schematic or buy it in the AH.
