no shit give it to hunter, it was designed for hunter, it is THE BEST hunter weapon in game, bar none, so yes you will give it to a hunter, if any other class has a problem with that fact, then hutner should be able to receive cataclysms edge and torch of damned imo, oh and those caster weapons for arcane shot crits (which i know don't receive spell damage anymore...)
