After TBC was released Arms Warrior was raised to a whole new level in PVE. As it stands now, an Arms Warrior brings more utility to a raid than a Fury Warrior does. Basically it brings Mortal Strike and Blood Frenzy + all the things Fury brings (Imp. Shouts, etc). The only difference is an Arms Warrior does a bit less damage.
Question is, what's worth most? An Arms Warrior cutting a boss' healing in half, and increasing 5-10 damage dealers DPS by 4%?
This depends on the group setup. 10 DD'ers (as far as the tooltip for Blood Frenzy it's melee damage, which means Melee Shamans, Fury Warriors, Arms Warriors, the tank (more threat) and the Rogues gets affected by this, some say it's physical damage, I'm not sure but it might be that the tooltip is wrong, wouldn't be the first time, and if that's the case you can include Hunters) getting their damage increased by 4% will make up for the damage loss, then throw in MS which is useful in some enounters and you have a viable support DPS class.
Other than that it's also a lot easier for an Arms Warrior to get Imp. TC and also get Imp. Demo. Shout, and Commanding Presence, which means a big boost for them as a debuff assistant on big bosses.
I'm not saying Arms Warriors are better for a raid than a Fury Warrior, but as it stands now, depending on raid setup and encounters, they're both viable.
So, who should get this? Well I won't see this for a long time, and those who does probably have DKP to decide it, but unless I were desperate for a new 2h (which I won't since I'm getting the Arena Season 2 Sword :)) I'd pass on this for a Hunter as the stats are perfect for them (I don't say this often, take my word on that :P). In the end though, this last part doesn't matter, as I said, this comment won't (I hope) be taken into consideration by the officers setting the pref. and making the DKP system for a guild who can actually get access to this weapon
