block rating and block value is nice for:
taking crushing out of the table.
block value is calculated after armor. So while it gives a small amount of mitigation, it's equivalent to armor bonuses. why?? because when you hit 102.4% uncrushable stat, everytime you are not dodge/parry/miss you will be blocking.
VS boss fights, block value is not as significant. But with 400 block value, it gives you another 3-5% mitigation. I won't call that bad.
If you have 800 block value in heroic instances, you might want to consider getting less because... you will have a lot of down time drinking. lolz
