These are found in the Highland Mixed School pools in the Skettis area of Terokkar forest, as well as other places.

I think you need a relative fishing skill (after bait and gear buffs) of 430 to fish here.  I did it at 450 and about 85% of my fish got away.  500 is good, and I hear 525 reduces all 'fish got away'.
