I'm not exactly sure where the horde vendor is, but you can always buy the Master First Aid book from the AH

Go to brackenwall village u can buy the book for expert first aid there.

There is no trainer for expert first aid. You simply have to buy this book:

I always just bought mine from the AH for like a gold or so, though it is available to buy from a vendor (the previous poster had some advice there though!)
