Affliction Warlocks
Shadow priests (the first two is a relative tie actually)
Frost mages
Destruction locks
Fire/arcane mages
Boomkins/Elemental shammies

why: Hit rating, The last 3 specs and classes are built on crit. A shadow priest would take this over an affliction warlock only if the lock failed at dot rotations and used this trinket when applying the insta dots, and not when using DL or casting Shadow bolts.
