I am not entirely sure but I have heard it has something to do with instances or raids, so I would say it is not soloable. This post is faded because it has a negative score.
i don't think its soloable but blizz said thats its not gonna involve any raiding and said its gonna be similar to the lock mount quest so it shouldn't be to hard to get i would think.
no it is not, it is simular to the warlock quest chain for the lvl60 epic mount. no raids needed, probably about 3-5 instances max. and maybe a few hunred G in mats.
From all of the material that I have read on Death Knights, it is going to be a quest available to people on completion of something(we don't know what yet) and will start from Strat instance (since this is where death knights started). You will not have to give up your current character, but you will be able to create a death knight to start at level 60 or so.

I saw the stats for Arthas's sword "Frostmoune" and the yellow text on says the wielder becomes a Dk(LK) so i guess you will need the sword to become it.

If the Lich King has the sword, that means running a 25 man level 80 raid instance in the form of Icecrown Citadel and that means you're gonna have to have a level 80 with reasonable gear so there's not gonna be an influx of DKs to start with. This post is faded because it has a negative score.
lol it wuld be funny if u had to battle lich king to come it, very unlikely but be funny if it did
that would punch the soloable part -_- but no it proabbly will be so representive of the converted DKs or something and he wants you to help more see the light or something lol.
If it needs a few 70s to do it, PERHAPS its soloable by an 80?
And NO, you DO NOT have to enter ANY raids.

ok theres no longer a quest to get the death knight, they now made it that if you have a 55+ char you can make a lvl 55 death knight that starts in a floating thing where naxx use to be in EPL, hehe im glad it woulda been annoying to do a long expensive chain to get a death knight then another long expensive chain to get the epic ground mount

ok one point: there is no quest anymore. blizz says:
"Simply have a character of at least level 55 on the World of Warcraft account you play, and you will be able to create a new level-55 death knight of any race (if on a PvP realm, the death knight must be the same faction as your existing character). Upon entering the world, your neophyte death knight will undertake a series of quests designed to teach you your new abilities. REally you dont have to give up ur other toon!! Thank god i thought i was gonna have to grind to whatever with something else just to make a DK.
