    If you're standing in front of the instance portal to Blackrock Spire, look right, and he's at the end of that hallway if you keep going straight.

    With my main I did the BWL pre-q, and killed this guy almost everytime we went to BWL. But with my alt I've been trying to get the blackhand's command. But this guy is never there? Did blizzard changed the BWL pre-q, does someone else drop the command, or is there a completely different way for getting flagged for BWL?

      Sometimes the Scarshield Quartermaster is in a different place other than beside the orb. Try going down the passageway to that room and there will be a ajoining passage on the left. He is sometimes there.

    The Scarshield Quartermaster has been moved from the orb that is the "door" to BWL down to a hallway instead.
    This hallway is the first hallway you can go down to on your left, when running to the orb!

    I saw him about 11mins ago. Unfortunatly I couldnt solo him and the three guys with him >< Is he the bunny that drops the BWL pre-quest?

      I've killed this guy 30-40 times and he still hasn't dropped the BWL attunement quest item! Is anyone else experiencing this?
