You have 4 types to farm which are as follows:
More East of the lake, higher level larger elite blue dragonkin:
Draconic Magelord - Level 53-54 Elite
Blue Scalebane - Level 52-53 Elite
More West of the lake, lower level smaller elite blue dragonkin:
Blue Dragonspawn - Level 50-51 Elite
Draconic Mageweaver - Level 51-52 Elite
So basically, any of the blue dragonkin has a chance to drop the Azure Whelpling, so no need to worry that your killing the wrong one. ^^

So I had been farming this thing for days, about two hours each day. Made 600g all together off world drop epix/blues and enchanting mats.
I was farming it tonight and these two tardfaces kept ganking me for 20 minutes, trying to get me to spirit rez and leave. (/CRY!!! I'm tired and I want my damn whelp, GOAWAYPLZ, you're not good at PvP if you require a backup to help you kill a sleepy tank druid FYI.) So my friend shows up and we wiped them out hard. Mutiple times. It was bad. They left. (They reported my friend's name for being inappropriate, and he happily changed it to something even better. ;) tyvm.)
Anyway my POINT IS: Guess what jerks?!! IT DROPPED off the mob *you* were trying to kill when we rubbed your sad little kid faces into the dirt! THANKS FOR THE PET! :D

Edit 1.7years later: Obviously, I am on a PvP server. Yes, on PvP servers you can be attacked anytime in contested territory, exasperating if you're farming.(thank you, Blanen.) And yes indeed I am taunting the aforementioned jerks; I heart irony. :}
PvP cant be turned off on PvP servers, which I'm assuming she was talking about. play on a real server sometime and maybe you'll see how annoying/satisfying ganking people can be.

Got my 2nd one. 2377 mobs killed. I killed 2370 and I took a break for a sec to go to bathroom and my GF played for me and only took here 7 KILLS LOL!!! Was off of a Blue Dragonspawn.

School children for centuries to come will learn of my horrid acts, which have come to be known as "The Dragonkin Massacre"
They will learn of a mad lone Warrior named Marros on a forgotten realm named Undermine. Marros was a strong Warrior, one forged by 67 years, or levels as his kind called them, of heroic questing and dungeon battles. He had been a champion for the weak, a defender for the defensless, but as the story goes so often, Marros fell on hard times.
Though he was a skilled blacksmith, Marros was always LFW, and could not find the work or the money he needed to further increase his skill. A master miner as well Marros often depended on the rich ores he harvested from the Earth, but the times and the economy were not what they once were. To many newbs sold their trade and materials for a price far below their value, and Marros could not compete with such low prices.
Then one day Marros heard a tale, a tale of riches far beyond what he could make with his craft, riches that would be enough to buy him that flying Griphon he had tried so hard to save for.
There was rumor of an Azure Whelpling, a baby of the blue Dragonkin, and people with far too much money were paying to turn this little beast into a token pet. So Marros flew to the long forgotten land of Azshara. Azshara was an uninteresting land without dungeons, one that had been forgotten by it's creators and the people of their world, but Marros had to go there and see for himself, to see for himself if the stories were true.
Marros arrived and began his search. He only at first observed the Blue Dragonkin to see if there were signs of the whelpling, but to no avail. Then Marros drew too close, and all was lost.
The Dragonkin knew why he was there, for their land had been plagued for weeks with others like him, looking, looking for what was not theirs.
Marros' greed however pushed him on. He began to slay the Dragonkin with ease, they fell one by one under his axe, and he continued the slaughter in search for his prize.
But his prize remained elusive. Marros knew this was to be a long battle, but also that others had succedded,and after every kill he convinced himself that only one more would be needed. Marros carried out his genocide on the Dragonkinfor hours, and the longer he fought, the greater his rage grew. He went from kill to kill, corpse to corpse, pillaging the dead bodies and finding only scraps, a few silver coins, and rarely and green item he could sell at the market later.
Marros quickly fell into madness, and the few hunters that still came to zone could often hear him in the distance yelling, "Damn you Dragonkin, GIVE ME YOUR BABY!" The hours eventually turned into days, yet his prize stilled remained elusive.
And so goes the tale, of Marros the Mad, and "The Dragonkin Massacre". Little else is known about what happened to Marros, only that he never found his Whelpling, and vowed never to return to Azshara again.
Great story, shame it wasn't a happy ending :(

A while ago I was with another hordie, a tauren femme
She had been farming for over 12 hours
I had just gotten there
After about an hour I was helping this tauren kill a large group of dragons she had tried to aoe
shamans can't really aoe too well....
So the next mob i snagged that was a few paces away dropped the lil fella
I felt lucky that I had gotten the baby from the one mob he didn't kill
Being a kind BE that i am I gave it to ms. tauren
She gave me 400g, enough to buy my reg flyer >w<
I was 67 then, and yesterday i got 70 and bought my flyer
It gave me a warm fuzzy feeling, being unselfish.

I had 3 friends helping me farm this so I could give it to my son (4 years old) who has a lvl 26 gnome warrior. He loves his pets that follow him around and this will be the icing on the cake for him to have a dragon follow him around. It only took us a week and probably at least 1000 kills to get but it goes pretty fast with the anticipation that it might drop at any second. Keep going if your out there just waiting for yours to drop. It will happen.

I made over 1000g from just selling the Greys, DEing the greens and Skinning the dragons and slappin' them on the AH.
that's about 50s per kill... That's another 900g~ if you sell the Whelp (oh I'm keeping mine for -sure-) so that'd be roughly 75s per kill... say you can kill 3 per minute (not impossible for a lvl 70) and that'd be around 150 killed per hour, which levels out to 112g50s per hour. Not too shabby for farming if you ask me!

farmed for 18 hours over last 3 days then saw someone else get it on their 2nd mob and now im officially depressed and giving up.
Decided I would acquire this last night as it is the last whelp I need for my collection (including netherwhelp). Farmed for about an hour but got bored quickly. Came backthis morning and farmed for 20 minutes. Set myself a limit of 20g received from the mobs before bed. 20g came and I was about to log but 1 more mob was close enough to kill without much effort.
And then the whelp dropped.
Always kill that last one :D
Now I can combine my Dark Whelping, Tiny Crimson Whelping, Tiny Emerald Whelpling, Nether Whelpling and Azure Whelping to form Chromatose - the Ultra-Invincible Uber Mecha-Monstro Chromatic Whelpling. I have just got to figure out the right key combination...
Farming this as a fully epiced 70 mage took about 3 days on and off. It was quite a fun way to pass the time between invites to raids and heroics. The mobs are about as tough to kill as a normal 66-70 mob in terms of time. I would say that I killed about 500 of all types of dragonkin, the pet finally dropping off a Mageweaver.
I made 100's of gold from selling all the dozens of greens, Lei of Lillies (epic neck item) dropped too.
There is a little VENDOR in a Gnome house, just follow the path down to the coast. He serves both factions and it saves you a lot of trips to and from town.
Best of all, there is a little pet-cult of determined people farming for these guys. They were all really friendly! Expect big money at AH, but I'm keeping mine!
PS I respeced and thought I'd try it out on the Dragonkin after all the recent killings for comparison. And YES a second one dropped but this time after 25 kills! Again it was off a Mageweaver. One for my warlock now: it will go with the FSW dress:) My guild thinks I am mad as we saw one sell (for 800g) almost at once on Dath Remar. But there's no price on cuteness!

Just wanted to update;
After all my grinding I finally got one of these little guys. Got some greens as well, no blues or epics, (I think i have some sort of luck debuff), but I got what I wanted. My server's a bit o nthe cheap side and crowded with griefers who were yelling at me in trade for asking 900g or best offer.
Finally someone pst's me, begging for me to drop it to 600g, saying how that's all he has, and he really wants one, i say 700g is the best i can do, but he keeps at me. I decided to be nice and accept 600 though cause it seems he really wants it and he was too low to farm. So when we go to trade I put in the whelp he put's in 550g, and doesn't even say anything. I gave up and let it him have it thinking karma will do me a solid later on. Not 10 seconds later he's put it in the AH and is in trade channel advertising it for 1000g. >.<
A week later I saw he still had it up, but this time at 350g, seems no one wanted to buy it. So I got my whelp, got hustled, got a good start on my flyer fund, and got to watch karma in action.
If you're on Undermine server, do yourself a favor, be a bit smarter than I was if you're dealing with a player called Greenwitenvy.
Took me forever to find this, so hope it is helpful to others.
It's easy to make an educated guess at how long it will take to farm something. All you need to know is the drop rate (1/1200 for Azure Whelpling if www.warcraftpets.com can be believed) and a guess about the number of mobs you intend to kill.
take D = drop rate = 1 / 1200 = .0008333 repeating
take C = converse of the drop rate = 1199 / 1200 = 0.991666 repeating (C = 1 - D)
take X = number of mobs you intend to kill
P = probability that you will see at least one Azure Whelpling drop when killing X mobs
P = 1 - (C^X)
let's say I intend to kill 1000 mobs with a 1/1200 drop rate:
X = 1000
C = 1199/1200
P = 1 - (C^X)
P = 1 - ((1199/1200)^1000)
P = 1 - 0.4344 = 0.5656 = 56.56%
if I kill 1000 mobs, I have a 56.56% chance of seeing an Azure Whelpling drop. I want a much better chance than 57%, so to improve my odds, I must increase the number of mobs I'm willing to kill.
I wrote a small table of the number of mobs one must kill to reach varying drop probabilities:
100 mobs: 8%
500 mobs: 34%
1000 mobs: 57%
1250 mobs: 65%
1500 mobs: 71%
1750 mobs: 77%
2000 mobs: 81%
2500 mobs: 88%
3000 mobs: 92%
4000 mobs: 96%
5000 mobs: 98%
if you've already killed 1750 mobs and have not seen an Azure Whelp drop, your luck may not be as bad as you think. there's about a 23% chance of not seeing a whelp drop in 1750 kills. granted, your luck isn't great, but maybe not as bad as you thought. on the other hand, if you have killed 5000 mobs and still haven't seen an Azure Whelp, your luck is so horrible you were probably hit by lightning at least once while reading this.
this same P = 1 - (C^X) function can be applied to any loot for which you have reliable drop rate data. good luck, and hope this helps!

After a week or almost two weeks, i finally got my Azure Whelpling. Wow. What a relief you get after all that work. I must of killed 2000 but it felt like more and could well of been more.
My advice is, if you are REALLY determined that you want this, and have the extra time. Go for it. Because all it takes is persistance. 30 minutes before i got it i was sure thinking about quitting. And you will always think that but if you persist, balance your time well, you will get rewarded well. :).
And puls as an added bonus, The gold from skinning, The loot ( I found 5 - 6 blue items i think ). I now him 1150 gold. Its a great money maker. Do it in spair time. Dont stress on it too much and persist and you will get the whelp that you want.

Its TRUE! Persistance is the key to getting this lil cutey. I spent a good few days, probably 25 hours in total farming these! My guild kept me sane, loot was cool and I met Darrok (*waves* allo mate!)who was also on the same mission! \m/. The day before I got mine I had done a long stint out there and was close to saying sod it many times BUT the next day when I logged in, I thought "one last hour" and about 35 mins later there it was! I think I cheered out loud at home much to the surprise and amusement of my husband :P! SO yes, I love the lil bugger, it matches my frozen shadoweave nicely and I feel proud that I actually put the hours in to find it rather than just giving in and buying it!
Moral of the story, PERSIST and have fun with it and it shall be yours, oh yes, it shall be yours :D

OK, so this is an explanation of the theory that has been pasted around for rare drops such as the whelplings. With the help of some math and some probability theory, you should understand these formulas (if anyone else has posted a complete explanation of the formula, not just the formula, I appologise but I couldn't find it)
So, let's start with some theory:
- We define the probability of an event X as the function P(X) wich takes values from 0 to 1. (as such, if P(X)=0.4369 for example, the probability for the event X to happen is 43.69%)
- Let X and Y be 2 events. We say that X and Y are 2 independent events if the probability for one to happen is indipendent of whether the other one has happened or not. (for example, if X = the probability for something to drop on first kill and Y = the probability for that item to drop off the second kill, then X and Y are independent; on the other hand, if X = the same as before, while Y = the probability for the item to drop in the first 2 kills, then X and Y are not independent, becouse if X happens, then P(Y) is automaticaly 1, and if Y happens, then P(X)=0.5 - 50% chance to drop off first kill, 50% off second kill). This part is a bit fuzzy, but I hope you got it.
- If 2 events X and Y are independent, then the probability for both to happen at the same time (we will mark this as P(X,Y)), will be the product of P(X) and P(Y). P(X,Y)=P(X)*P(Y). Note that, as both P(X) and P(Y)are between 0 and 1, so shall P(X,Y), thus making it a valid probability. The demonstration for this formula is a bit complicated and I would rather not post it, but if anyone wants me to post it, I shall, as I did mention a complete demonstration.
- We say that 2 events X,Y are incompatible if they cannot both happen at the same time. The probability for EITHER of them to happen (marked by P(XvY)) is the sum of P(X) and P(Y). For the demonstration, same as above I am sorry to say.
- If X is an event, let NonX be it's counter, so NonX is the event when X does not happen. In an experiment, X can either or it can not happen (obvious), so P(XvNonX)=1. But as X and NonX can't both happen at the same time => X and NonX are incampatible, so P(XvNonX) = P(X) + P(NonX), so P(NonX)=1-P(X).
Ok, boring theory over, let's get down to some logic.
First of all, we must understand one thing: the event of the item droping on a kill is independant of the events of the item droping on any other kill, including the ones before. Think of it like this, if you toss a coin 100 times and it comes heads for all 100 times, on the 101st toss, you still have a 50-50 chance for heads or tails.
Secondly, let's get down some events:
Let A = the event that an item drops from a kill. Let's say that P(A)=p, a certain value. So P(NonA)=1-p=q (yes, I am lazy and preffer to write q rather then 1-p every time).
Hmm... that event is all we need tbh.
Ok, so let us now calculate the probability for the item to drop on your n-th kill (where n is a number from 1 to infinity). This may not sound relevant, but it will help us further on.
So, in order for the item to drop on your n-th kill, it must first of all not drop on any of your first n-1 kills.
Seeing as these n events are independent, the probability for them all to happen is the product of the individual events(the n-1 no drops and the n-th drop). The probability of the first n-1 events are each q=1-p, the probability for the item not to drop. The probability for the n-th event is p, the probability for the item to drop. Therefore, the probability for all these events to happen (bassically the probability for the item to drop on EXACTLY the n-th kill) is p*q^(n-1).
Now, let's get down to what we really need: the probability of the item to drop BY the n-th kill. Ok, in order for the item to drop BY the n-th kill, it can drop on the 1st kill, on the 2nd, on the 3rd or on any of the other kills up to and including the n-th. Seeing as the drop can happen on EITHER of these kills, the total probability for the item to drop by the n-th kill is the sum of the individual probabilities. Let's call the desired probability f(n). Thus, f(n) = Sum[p*q^(i-1)], where i takes values from 1 to n. f(n)=p*q^0+p*q^1+p*q^2+...+p*q^(n-1)=p*Sum[q^(i-1)], where i is from 1 to n.
We also know that Sum(x^k), with k from 0 to a, and x<1 is a geomaterical progression and it is equal to (1-x^(a+1))/(1-x).
Seeing as q is a probability, q<1, and i-1 varies from 0 to n-1, f(n) = p*a geometrical progression. So f(n)=p*(1-q^n)/(1-q). But q=1-p, so 1-q=1-(1-p)=p. So:

So if you take p the averege drop rate for a whelpling that most sites like wowwiki say it is p = 1 in 1000=1/1000 =0.001, we have q=1-p=0.999
f(n)=1-(0.999)^n

-_- I am now on kill 5879 amd havent seen one whelp drop. Do they even exist anymore?!?! I have made over 2k gold though on trash drops. Ive had 2 BoE epics, 5 BoE blues, tons of greens and greys and no whelp. ><

This is for the ppl farming this, or any other rare pet, to put up on auction house. Mind you, sell, not keep.
Farming a pet that sells for 100-200 g makes me jump to the conclusion that you want money. So be it. Here is my take:
Drop chance on pet: .1%
Average gold made from these mobs: 6 silver / mob
Average gray drops: sell for 20-200 s / piece, one drops every 12 mobs
Average green drops: I got 4 greens / ~2200 mobs
Average blue drops: got 1 blue / ~2200 mobs, blue that doesnt sell for even 5 gold.
In 1134 mageweaver, 632 dragonspawn, 353 champion and 432 magelord, i have yet seen a whelpling to drop.
Money I made while grinding this, for ~2200 kills: ~300g
IF i chose to sell the whelp: 500g
Time this took me: roughly 20 hours over 5 days
Primals, for example, are farmed in outland. They go, on my realm, for 30-40 g. So 4 primals for 100g.
Drop chance on life motes, for example: i got 62/100 mobs.
62 motes -> 6 primals
6 primals -> 140 g or so.
Time this took me: 1 hour.
Mind you, I didnt count the silver drops, which is average of 2.4 silver / mob, neither the greens or plant parts or grays or goodies for AH. So counting these, around 200g / hour
In 20 hours that is 4000 gold.
I cannot promise you will get exactly 4000 gold in 20 hours, depends on the ah prices, your luck on drops, etc. but you will get something between 2k-5k for sure.
If you want gold, go farm something else, and leave the mobs for people who want the pet. Thank you.

So I had been farming this for about 4 hours yeah? And then I get a group invite. Thinking it was a mates alt, I accepted. As soon as I hit the accept button I started killing another Dragonspawn. He told me he was farming for the whelp and he just arrived. I was like 'cool'. I kill the dragonspawn and it the loot is his. Its all cool. Then he spams 'OMG OMG NO WAY YESS IM THE BEST OWNNNEEDDDDDDD!!1111!!!1!!!' and I'm like 'what?' thinking that he got some random blue. [Azure Whelpling] he links into party chat. Then he logs... this happened 5 minutes ago. I am now officially pissed off.
The moral of this story is: NEVER group with another player while farming a hard to get item.
Was exploring Azshara and accidentally aggro'd one of the blue dragonkin. Killed it, looted it, the pet dropped, and now I lave a little cutie to call my own.
I sort of wonder when I'll get struck by lightning to balance out all this good luck I've been having, though.
The Cruelty of WoW Azure Whelpling Hunters
“They are coming!” Mother shrieked.
“Already? The Whelplings are in danger!”
The blue dragons of Azshara scurried to hide us. Mother had told us of the riders who come to Azshara to hunt us. I am Livina. I am sister to Sivina. She is older than me. Mother is as large as the sky, like father and the others, but I like her best. She told us of the riders who come to kill mothers and fathers to find us Whelplings. She says they like to have us as pets. The cruelty of humanoids, killing mothers for a pet.
“The hoof beats, oh the horror!” A mother somewhere in the pack howled. I hear them too! The thump thump thump, clop. The other Whelplings were all hidden, all except for me and sis. They must have forgotten me! Mother! Where is mother! I must get to her! She will save me! The blue Whelpling screamed for her mother. She came and grabbed her and her sister. She frantically looked about for a place to hide them to no avail. The scrambling dragons were too panicked. They were all looking for a place to hide.
Suddenly, the Whelplings and their mother were alone. The only living creatures to be seen. A mist suddenly covered the mountains. Mother braced herself; her scales bristled as she prepared to defend her Whelplings from whatever creature that emerged from the mist. The hoof beats had stopped. All was silent.
A hunter cried as he sprang forward, spear point aimed for mother’s scaly bulk. She easily slashed the dwarf in half and roared a challenge to the rest who lurked behind, waiting for a chance to strike. Then they emerged. At least twenty all prepared to kill a dragon. Mother dropped the Whelplings on the ground and sprang into their midst’s. She fought in vain but where claw struck spear, spear struck scale else ware on her body. Sivina rushed to her aid. Livina knew she would not survive. A hunter rushed over to Livina.
Before she could resist he had a bag over her and could not see. She squawked and roared pitiful battle squeaks to no avail. She was carried away to a wagon a stuffed inside. She was choking and crying.
“Muzer! Muzer hel-…” She was silenced by a choke and a gasp as the bag was stuffed down her throat. She cried piteously, confused and afraid. That was when she heard the scream.

Update: After only 348 kills, the little bugger dropped! I am sooo excited! I was ready to set up camp at my computer! He is my first whelpling, now I'm off to farm the others! (After I put all my rugged leather in the AH lol.) GL to all those still farming!!
I just started farming this pet. Luckily for me being a level 80 paladin helps. After 47 minuites today i allready got bored and logged ( Pretty bad determination yes but still. ) I must have atleast killed 300 of those blasted blues about 11 greens and alot of grays pet didnt drop going to get a friend to help me farm it.

This drop can be either easy, or a pain in the @$$.
I ended up getting one for a friend and then one for myself (was going to sell it, but decided to keep it).
I did it two different times. Added up it probably took about a week to get 2 of them.
However, the friend I ended up getting it for tried to get it for like 6 months and never got it.
YEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEES! lol on my DK i started to farm for pet thinking it would take hours what happens? WHELP ON MY 3RD KILL HAHA! man that is just so cool and if you think im gonna sell it your verey verey wrong.
I get bored one day on my hunter and I'm a surv hunter so I 1 and 2 shot these guys and I'm very very very VERY lucky with companions so like my first 20 kills I get a whelp 2 kills alter another sell both for 2k gold next day got 2 more the next day ANOTHER each sold for 2k gold on my server I'm so happy!
Ive been farming this for an hour a day for 2 weeks just waiting for a big blue screen saying "GAME_OVER"
