it's in a cave at 31,66

I can see it, but can't manipulate it (no golden cog etc)

Any ideas?

The musty scroll is the 2nd part of the Cortello's riddle quest. You have to pick up the riddle (from one of the Bloodsail ships south of Booty Bay) to start it, find the second clue in Swamp of Sorrows, then you can pick this up...

it is in a cave in the soutwest of dustwallow called bloodfen barrow isnt hard to find follow road south until you come to an area with loads of raptors

I cant pick it up too. so bug in the quest.
i sended a ticket to a gm, maybe its fixed in the next patch or something :S, i dont know how that works xD

You need to get the Soggy scroll in the swamp of sorrows before going for the musty scroll
