Primal fury and sharpen claws I think is a waste as you really dont have much damage in your feral form.
11 in feral is the usual. Feral aggresion for debuff on melee, brutal impact (1 sec is very useful) and either Thick Hide (if you have not reached armour cap) or Feral instinct if you have and then the very very useful charge.
Restoration points can vary from player to player but must haves are furor, natural shapeshifter, and NS (so therefore also intensity). You seem to like shapeshifting (good thing) so you really need natural shapeshifter or youll be oom before you know it in pvp.
For pvp in most cases tree form isnt so good (unless ofcourse its working for you). 20% move reduction is never good for a class that survives often through mobility in pvp. Also warlocks can banish you for 10 seconds which is funny (for the lock) but not for you. ;)
Now that 33% heal goes to spell damage it is very tempting to get more in balance I would say. Anyhow the builds I currently like are:
Spell damage, feral for charge and stun and good HoTs.

1 in natures grasp should be enough but if you use it at the last minute for healing then worth putting more in to be 100% certain. With decent healing gear you can do ok damage aswell if needed though you arnt as good a healer as the normal pvp resto build:

This is along the lines of what pretty much every resto druid is using in arena at the moment.
It gives you good CC and is very good for healing.
Whatever works for you though is cool, but personally I would just put the normal 11 into feral as you are getting little from the extra points in your build.

Dont need tree of life for life bloom. Since he asked for solo and pvp build tree of life wouldnt be of any use as it sucks for soloing and pvp.

I find this build a halfway point between dreamstate and full resto. Nature's grace is great with imp regrowth, and lunar guidance gives you 25% of your intel into spell damage and healing. The other great thing is Celestial Focus. This gives you a 75% chance your wrath won't be interrupted by damage, meaning you can spam your wraths without worrying about too much pushback.
