You're wrong, it is random, my lock has about 190 tailoring and i got it this morning.
Alliance Tailors (250+) recieve [Pattern: Red Winter Clothes] in the mail from Greatfather Winter.
Horde Tailors (250+) recieve [Pattern: Green Winter Clothes] in the mail from Great-father Winter.
Cooks (325+) recieve [Recipe: Hot Apple Cider].
Leatherworkers (285+) recieve [Pattern: Winter Boots].
Actually, like my post says above... it seems you don't need 250 tailoring. I got it at only 225, since my character is only level 27.

Yes it is true. I never said that you had to be over 250 to get the pattern ... the numbers are the skill it takes to use the patterns or recipes.
My Leather worker got the Winter Boots pattern and is about 60 skill points shy of being able to use it.
I think in time every tailor and leatherworker in the same skill bracket (150-300+ range) will get the patterns.... there are millions of accounts it takes some time to give everyone a gift.
I have one of every profession, well above 250, and the only thing I've gotten yet is the LW pattern for the boots. >>>:(
OK, here's the deal, the red pattern is given to some alliance tailors in the mailbox just because and that recipe is BoU (I think), but you have to be a tailor before WV begins to get it this way. Once Great Father Winter has passed out the presents under the tree on Christmas day the pattern becomes avail for purchase from a goblin in Ironforge and is BoP (so only buy it if you are a Tailor) for about 50s. This is the same deal for horde, only insert the green outfit and in Orgrimmar. The boots are avail to some LW's at the beginning like the chest piece and is BoU (I think) but again, you have to be a LW before WV starts to get it this way. Then that recipe is also avail for purchase at a goblin in either IF or Org for about 50s after Great Father Winter has passed out the presents and at that point is BoP (so only buy if you are a LW). The red and green hats are not recipes, you can only get those as either a world drop or by killing a boss in usually high level instances. If a boss is wearing a hat and you kill it, that is the hat (same color as what the boss was wearing) that will become avail to roll on (cuz it's BoP) when you loot. Hope that clears it all up for everyone.

My 66 lock is a level 345 tailor and got the pattern in the mail today.
actually, my leatherworker was only 275 when i got the pattern for boots in the mail, its random people, all 5 of my tailors didint get one, I'm not sure its bassed on the lvl of your profs, it might be.

I think it might have something to do with the age of the toon, has anyone less than a year old got the recipe, my new toons didnt get them, but the older ones did
I have really old Tailoring Characters that didn't get it. So it can't be based on character age. It may just have to do with logging in on the 15th (First day) Because I haven't got it on any of my characters. (Just a guess)

Nope. My mage with 101 days played did not get the tailoring pattern. My hunter with 30 days played got the leatherworking boots.
Neither my 3 tailors (All 375) nore my leatherworker (375) got these OR the boots (didn't get them last year either) no cooking stuff either and that's 375 for almost all my characters.
I just keep on getting the Disguise~kit and having to trash them yet again because I still had mine from 2 years ago.
The only patterns/plans etc. I got where from the present after stopping the Greench.
It is not random, if you have finished the great father quests in previous years, you get the gifts. If not, you don't. Think about it, how does the great father winter know who you are unless you are on his mailing list... say from recieving a winter veil disguise kit in the mail from him in a previous year?
I have 9 level 70's and that was the common denominator as to wether or not they recieved gifts.
I play euro have an active lvl 70 shadow priest tailoring 366 on ravencrest horde side and a lvl 70 holy priest tailoring 375 on stormreaver alliance side. Both played last year and did the quests, only the shadow priest horde side got it. However...no one on stormreaver seems to have the patterns yet. No one's wearing it no one's selling it...nothing. I played on the PTR when this stuff was on test and both characters got the patterns. Its a server thing? I'm disappointed! /cry
My leather worker got it, couldent have don last years quest's since my account wasent even made XD
No, it's true, according to blue posts on this thread.
All realms will be restarted on the 25th. After that the patterns will be available to eligible players from certain Smokywood vendors, including Wulmort. However, only a couple of realms have been restarted so far, so very few have the patterns available to buy yet.
This is because of the bug with some people not getting the patterns.

and what do you know :)...the US servers may have been restarted today to include the items in Jinglepockets shop buy EU ones certainly haven't...Blizz fails.

I've just run the Ironforge gauntlet to get the red pattern, so I'm happy now. :)
Added today, I'd be grateful but since they ignored all forum posts and tickets I still feel let down.

Been waiting and plotting since they moved the patterns from mail to vendor (because not all players got the pattern in mail like intended). And indeed it's possible to buy the pattern meant for the other faction... It's a bit tricky, my lvl 37 warlock had about 1.5 second to resurrect, open the npc dialog and buy the pattern. But now I can make both green & red winter clothes :P.
If you dare try this, be sure to memorize the location of the pattern in the npc dialog. (bottom right at the moment) You might only have half a second left when the npc dialog appears before the guards get you. (don't know if high level chars have more time). And remember: the pattern is 'bind on pickup' so you must get it with the char on which you want to craft the item.

lol! i'm cooler! i bought this pattern with 54 undead PRIEST on Defias Brotherhood-EU, took 4 deaths, waited for one guard, so i was killed for 3-4 seconds later and bought it.
paladins who were tailors couldve done this easier...lol
As a 70 lock it was very easy for me to run in there and do this. Just have a soulstone on also as you might die before you get out. I made it back to the big entrance before i died, but i also got to check out all the vendors and wonder why nobody ahs attacked me yet. If you have a slow mount this might be a tad harder.
i ve been plotting this too and just decided to look it up...lol...which town was this can you give anyother directions i so want that pattern

Horde: The tree is in Ironforge. Run in, go either right or left then straight ahead across the bridge and you will see the tree and the cart. At this point you will probably be corpse running back in. The vendor is under the little awning on the cart, so you want to wedge yourself between the back wall and the cart next to the tree to res, then spam click the vendor and select the bottom right item which is the pattern. good luck!
As a 57 lvl undead mage i got that recipe from Ironforge, died 8 times. My advice is to put off all your clothies and just die die die... than u will be able to ress right near the vendor, than u have about 1-2 secs to buy recipe. The Vendor is very near to the entrance, quite like in Ogri.
Can not place on AH... This is a bind when picked up item.

I just ran into Ironforge and got the pattern. You get it from the goblin on the left. The one on the right only has beverages. I died three times as a 74 BE Warlock. I almost had it after using the soulstone before dying the second time. It is there. Good luck getting it.

I was able to get it after 6 deaths as a 35 mage.
After the sixth death i was close enough to the vendor to: rez, blink, ice block and easily get the recipe.
So to you mages out there ice block and just buy the recipe very slowly xD.
i just got this pattern yesterday with a level 30 warlock. i died a lot just getting through the door, but i got the pattern! the clothes are selling for 40g on my server, so it was worth it!
I just did this and the one thing I was worried about was not being able to find the tree, but don't worry cause it's impossible to miss once you get through the IF entrance.
As someone else wrote, your goal is to to click on the male goblin and select the bottom-right item. I got a little too excited and got 2 by accident before dying.
Not even considering the pattern, it was a fun adventure for my level 25 mage. I've yet to see any Alliance try to get into Org to get the green pattern.
I just did this on my server. I took 5 lesser invisibility potions. Only ended up using 2. I am a 62 priest
1) Rode my mount all the way up the path to IF, died right before the entrance.
2) Ran back, and rez'd in a safe area, and used a potion. Ran in to IF and went to the little cubby hole closest to the entrance.
3) Had to wait there 10 mins for potion cooldown. Saw a patrol so I logged out for 8 mins.
4) Logged back in, used a potion and ran all the way to the vendor. Potion wore off and quickly clicked on him and bought the pattern! =) Then died. Rez'd in graveyard and hearthed back to Orgrimmar.
lol, my only tailor is a 40 mage, he got the red pattern in the mail and I'm gonna try that Ice Block trick and ivibility pot for the green one, might do it like early morning when alot of people are asleep >:3
Just took my 71 lock in there, got dismounted and killed before i even got to the gate, and again right over the bridge. Since they were all waiting for me by my body i simply rez'd right by the goblin got my pattern and waited to be killed again lol. It was so much fun really, you should try it.

Selling price (at least on my server, for just one): 35g
Total profit = (35g x 3) - 17 = 88g
On Christmas day, I made over 1k just doing this over and over. I owned the entire market because nobody else was doing it. Sales went down a bit as I played with prices, as nobody on my server was interested in paying 50g for it. Even if you bring it down to 25g though, you'd still rake a profit churning these out like butter during Winter Veil. Yes, horde side could buy the green clothes cheaper, but people prefer the red one because it's "rarer". Personally, I just think the red ones look better, but who cares why they buy it? They buy it, and it's a cakewalk to gather all the mats to make an unlimited supply!
