Well u can take it like this in lets say this
Arms in 10 attacks will do more damage then fury
While Fury will do more damage in about 50 swings
Arms is all about burst damage
while Fury is sustained damage
About the 70 arms raids personally i dont think so
Raids are about damage output not ways to counter CC.
While arms does have some beneficial things like imp heroic strike, impale, and bloodwish
Fury basically just increases yur dmg output
