The best way to do this is to: 1. Swim to the boat at 76, 57 2. Go to the boat, and go down through the door and then down the stairs. 3. When you're at the bottom of the stairs, kill any neccesary people and then go underneath/behind the stairs, but one floor lower. 4. You'll see the guy you need to kill, just attack him and get him to quarter health, and then he'll surrender and you'll get your quest update. Hope this helps.
my oppinion is when you get done fighting one wait for a while untill you see the loot icon blink then you loot it and you can get it in your first 4 fights you can get them all This post is faded because it has a negative score.

i did this as a 35 druid. and it was pretty easy all i did was run on the boat and die on purpose..then resurect right where Greyshield is.. then go into cat form and chip at him. everytime health gets low just heal yourself.. then run out of the boat..lol hope this helps guys.. good looking out.

i was at the bottom floor but i could not get to him. I simply couldn't find the way to him so i wrote /target Gavis and then i have sent my pet to atack him, my pet is smarter then me and he found him :)
Whoa! Be careful. It's not over when he surrenders and asks you to spare his men. You still have to get out and his cohorts remain hostile. It was an easy quest as a 37 druid until I ran into a buzzsaw after he surrendered when I ran back into the main room at half strength and four of 'em jumped on me. Cost me a health pot and a moment's anxiety.
Also I found him in the main 'captain's quarters' on the second deck, not all the way down. Probably spawns both places at times.
Lvl34 Warlock w/ Voidwalker got the job done. Swam to boat at 76,57 from dock at Theramore Isle. Climb onto the tiny island, and there's a couple of lvl37 guys to fight, then up the gangplank and no problems with about 8 more lvl37s, just keep 'em dotted, feared and drained as you go. Garvin is in rear lower cabin. Don't worry about killing him. I had him dotted 3 ways with Void beating on him and a Firestorm pouring down. Damage all stops automatically when he gets to about 25%, he gives up and disappears. And you're done. Run back and turn in quest. I got 4300 exp and a great cloak. However OMG! what a total black op brainwashing training scenario for all aspiring mindless govt Nazi's. In real life I would have been fighting with these guys, not killing them.
This is a tough quest if you aren't ready. The respawn rate is pretty quick, so be careful if you have a tendancy to back up when fighting mobs. If you are careful you can do this quest in the mid-30s, and groups in the low 30s could probably pull it off without too much trouble. The whole chain is nice because it is so close to town, not a whole lot of running around to work through each step.
You can see the ship and small island if you look southeast from the end of the docks.
The respawn rate is so fast that by the time you corpse run they've all respawned.
The trick of rezzing in his room is the safest, and though you start with 1/2 HP, you can down him. I then Astral-Recalled out : ) Set your hearth if you are lazy.
I was able to solo this as a 33 Warrior. Just make sure you single pull each of the 37s, then once you get to Gavis, hit Retaliation and try to down him as fast as possible. Getting out is real easy too, just run to the top and jump off the boat.
I just did this 1 minute ago on my level 34 night elf Rogue. I just sneaked (snook?) in and raped him, gotta love evasion + cold blood. ^^
