Can anyone tell me where the transmute mastery quest giver is located and what i have to do to get the quest such as if i need certain recipes, reps, etc.  ?  Thanks

He is located in Stormspire in netherstorm. I think you have to get 4 primal mights to complete the quest.

BUT. I am transmute master, done like 50 tranmutes and I have had only one proc. But think blizz got the procc rate up at the last patch.
