    Since its a 400% drop rate does that meen it has a 100% chance to drop 4 motes of air or just 1 or 2?

        Right, I have not gotten less then 4 and as many as 6 per cloud.  I haven't been farming them that long, so it makes sense that the average is somewhere around 400 - 450% droprate.  I'm having difficulty locating the clouds though.  What is the cheapest pair of goggles I can make to find them?

      400% rate means that an average cloud drops 4 motes.
