I dont know about gear but for spec, feral is your best bet, with feral you dont have to worry about mana too much and you can deal  probably the most damage as a druid. restro, well restro is just a bad idea because druids dont have near the mana capacity to pvp heal exspecaly at lvl 19. Balance, i have never been one for balance even in pve because of constantly having to stop and drink but in pvp i think you would just find yourself constantly running out of mana and then getting ganked. so go with feral it works wonderfully for me.  :)
