I would say definitly shadow.
Mind flay is an very usefull spell while levling, and its not so mana costly either. But still, I think that every priest should first put (while levling, from start) 5 points in improved wand skill(disc), and 3 points in imp pw:shield, 2 points in pw:fort, and dont forget to place 5 points in spirit tap. Shadow does nice damage a little more quickly, but it does suffer in some ways from soloing, namely that you have to drop form to heal, and you'll have to drink a lot. Regardless of whether you intend to go holy or shadow, there's a number of talents in the discipline tree that are great for leveling.
As was mentioned, Wand Specialization is enormously helpful because you can wand down the last 50% or so of a mob's health to save mana and even stay O5SR longer to regen some mana and possibly not need to drink very often. Improved Fort is obvious for survivability, and is pretty much a must have no matter how you're specced. Improved Power Word: Shield is also immensely helpful. Virtually ever pull I do when soloing begins with a shield to prevent me from having to heal and, more importantly, to prevent spell interuptions. A shield that lasts longer means less interuptions and less healing. Meditation is also pretty much a no-brainer for virtually any spec. Regenerating extra mana while casting, even if you don't have a ton of spirit because you're shadow, can be a life-saver, and often keep you from having to blow mana potions and, of course, spend less time drinking. Inner Focus is nice for soloing, but not necessary. I normally save it as an "OH &$%@!" button when I need a heal and I'm out of mana. It's worth definitely worth one point, almost regardless of your spec. Most heavy Shadow specs stop here, but if you're leveling, there's still several a little deeper that are very much worth considering. Mental Agility is another fantastic talent because many of the most useful spells are instant cast: Renew, PW:S, SW:P, Fort, Divine Spirit, Inner Fire. Again, more mana efficiency means less down time. Mental Strength is fairly obvious. Extra mana means less down time. It's particularly useful for leveling, but much less so in raiding. Divine Spirit/Improved Divine Spirit is also great. Not only does it give you extra spirit, which goes well with Meditation and OOC mana regen, but it also gives a 10% of spirit damage bonus. If you're really planning to go heavy Disc for leveling, there's some that I loved when I was leveling from 60-70. Force of Will is great because it increases Crit and Damage. If you're already into Shadow, there may be talents there that will increase your damage more. If you're into Holy, however, this is great, particularly combined with Holy Specialization, Divine Fury, Searing Light and, most especially, Surge of Light. And, my personal favorite, is Reflective Shield. You're casting it ANYWAY, why not get some extra damage out of it, between this, Wand Specialization, and SW:P, you can be doing fairly decent damage while regenerating mana at your non-casting rate. It's also nice if you screw up and pull multiple mobs, you can simply SW:P each of them, and if you put this shield up every time you can, many of the mobs will have a significant amount of damage done by the time you finish single-targetting the first ones. Unfortunately, this talent isn't except for soloing or arena, so if you plan on grouping/raiding, you'll definitely want to consider dropping it then. Either way, IME, I found going heavy Disc was just as easy as Shadow for leveling. It doesn't put out the shear DPS that shadow does, but the lack of downtime makes up for much of that. Plus, it's more versatile because it can do decent dps or decent healing, so it's viable as a primary healer in high-level, non-heroic instances as well, provided you didn't spend too many points in Shadow. It's certainly a fun spec, so at least give it some consideration. I leveled shadow and Ive been disc a lot at lvl70. lvl 1-50 youll probably have more drinking/eating downtime as shadow but youll be killing stuff a lot faster. lvl50+ shadow get a lot more mana efficient and youll have a lot less down time making it a lot faster. In the end though I always say find what you really like and do it.
Shadow is deffinitly the best leveling spec, it is very mana efficient. The biggest thing you need to remember is to have the 5 second cool down through with before the mob dies so you get the most out of spirit tap. I have almost no down time, however I am only lv 40. At level 40 you will gain an incredible dps increase, the 15% shadow damage comes in AFTER everything else, so my mind flay went from 90 a tick to 110. If healing becomes an issue after lv 40 then you neglected first aid while leveling and will have to level it up in order to not worry about it.
