The reason ppl say shammies are OPd is because Windfury procs alot, when it shouldn't. 25% chance acts more like a 35-40% chance.
but I'm not saying they are, hear me out:
Melee shammies aint so OPd with windfury, as they're only swinging with 1 wep, they really DO have only a 25% chance for windfury to proc. Meanwhile, if you're dual wielding, you basically have a 50% chance of windfury proc'n. So, it seems like it procs more than it should, but thats cuz we're using 2 weps. Now, when it procs often for a 2h wielding shammy...THAT is crazy dmg and OPd, but can't be said to be OPd, cuz he/she just got lucky with the procs.
So, imho, they're not OPd, nor are they underpowered.
