Nope.  Wait... yup.  Drop imp fade, pick up shadow reach.  Fade does not permanently drop aggro, and if you pull aggro it is already too late.

Also drop imp VE for 2 points of imp MB. (or just drop one point from imp VE for 1 point in imp MB - having the MB cooldown be 7.5 sec when all your spells are either 1.5 or 3 sec is a important dps boost).

Also, how much spell hit rating do you have.  I'm going to assume you have 10% from gear because that plus the 3/5 points in shadow focus adds up to raid boss hit cap (16%).  If that doesn't get you hit capped then you should take the points out of imp. physic scream/silence and switch them over... leave silence to the counterspelling mages.

If you're doing PVE, I'd stick with a build like this:

http://www.worldofwarcraft.com/info/classes/priest/talents.html?5002300130000000000000000000000000000000000053250410240103051551

Shadow Focus is an ENORMOUSLY powerful talent, because hit is VERY important to maximizing your damage.  As was said, you need 16% to cap against a Level 73 Mob (ie, a raid boss), so getting 10% from talents means you can stack more plus damage on your gear.  If you happen to have more than 6% hit, you can move a point or two out (depending on how much you have) and put it in Shadow Weaving or wherever.  I wouldn't realy bother to put all 5 points in Shadow Weaving, though, because as long as you're steadily DPSing a mob, that will still build up rather quickly.

I also wouldn't worry with trying to get silence unless you intend to do PVP, in which case you also want improved manaburn.  If you do want to PVP, look for a spec more like this:  http://www.worldofwarcraft.com/info/classes/priest/talents.html?5002310130020000000000000000000000000000000050252110241103051551

Now, if you want to do some of both, you'll have to pick and choose, since you need Shadow Affinity in order to group, so you may have to either give up Silence, or some other nice talent, like the extra crit from Shadow Power or something.

"Hey guys i was wondering if this is a good talent tree at 70 for dmg/off healing"
These specs have nothing to do the with end game.  Healing/DPS in the same spec will always make you much weaker at both and therefore is not a good idea.  If you want to help a raid heal you will spec 14/0/47 and heal through VE, and help healers by refilling their mana pools with VT.
