Personally, I like it because of the strong emphasis on the Arcane Branch.  I am thoroughly impressed, but I am also thoroughly concerned with how you did not put any points in the wand section. 

Personally, I believe that if you run out of mana, you need to be able to use the wand, and get whatever you can out of it.

But hey, I might just steal this spec, lol.  I might make the following changes.

1. Allocate the points (subtly) to where I can use Pyro Blast
  as well.
OR...

2. Take off Slow and put it in the wand section.  Sorry, I'm a wand user through and through.
