For alliance, I would say Draenei are very good Shadow Priests because of the extra spell hit from their racial along with Symbol of Hope.  IMO, Night Elves have the worst racials, Dwarves make the best PVP priests, and Humans make the best Holy Priests.

Don't underestimate Starshards. Having an extra, MANA FREE dot is not something to frown upon. I wish I could say Elune's grace was just as good. However, shadowmeld is wonderful in PvP and PvE.

Spirit whisp does not help you until you're dead--this is true. However, it makes being squishy a whole lot easier. Especially at an early level you're likely to die if you pull more than three mobs (though some skillful use of dots can increase your chances of survival in this situation). Having the equivilant of a "ghost motorbike" makes the unpleasent experiance of dying a lot less time consuming. Although once your quests start requring you to make long treks down barren roads you'll probably find yourself saying, "Man, I wish I was dead so I could run faster."

Starshards may be nice for a little bit more damage, but the only synergy it has with Shadow is with Misery.  Meanwhile, particularly in raids, while Shadow Priests can be up there in DPS, the reason people love them is for their mana regen.  In our raid, we have a Night Elf and a Draenei Shadow Priest.  The Night Elf does do less damage, but not a whole lot less; however, the Draenei provides a lot more mana.  Part of that extra damage is because he has a 5% hit cap instead of 6% (do to Inspiring Presence).  Part of that extra mana comes from Symbol of hope, which is 1000 mana to every party member every 5 minutes, so about twice on average per boss for for about 10k extra mana.  So, sure Starshards does a little extra damage, but I'm sure the extra 1% hit to the entire party makes up for that (since they can gear up for extra damage or crit), and the extra 10k mana sure as hell makes up for it.
