Or pick up emp. healing + CoH by dropping spirit/imp spirit. These are the 2 priest healing builds, one raider with high attendance gets the spirit buff, everyone else goes CoH. Everything else is just healing for less using more mana.

This is the exact build I use to IDS. I completely agree that this or the CoH build, with the provisions you provided, are the best Holy Priest raiding builds.
The only thing I would add is that, for CoH, you would likely also want Holy Reach to extend the radius from 15yds to 18yds, or an AOE increase of 44%. Considering that Holy Specialization has diminished returns for each point and that with CoH you're much less likely to be MT healing, I would recommend also taking two points out of Holy Specialization and putting them into Holy Reach if, and ONLY if, you get CoH. Holy Reach is utterly useless for any healing build that does not include CoH.
As for Wand Specialization, I highly recommend it for leveling and possibly even for a while after getting to 70, when your gear is still poor and you're doing a lot of soloing to finish up quests. After that point, you should spec out if it, because it's is useless in a raid, while the other talent, Unbreakable Will, is potentially a life saver. In a raid, you should be healing, not DPSing, and if you're DPSing, you get more damage out of spells. The only times I ever wand is if I'm 100% sure I don't need to be cancel casting GH, or if my mana is VERY low and all my regen abilities are on CD (shadow fiend, mana pot, and IF/ESM). And, in that case, the wand only matters at all because we normally have a judgment of wisdom up, so I regen more mana, as the wanding is insignificant in terms of damage done (what's 2k damage on a boss with 4million health) and it forces a GCD which very well may interfere with getting off a necessary heal.
well I was really hoping for a spec that would let me hold my own in pvp but also let me heal in raids. Also was looking at getting more disc then holy. Any spec or do you need to respec everytime?
Sorry. The builds just don't overlap all that much between ultimate healer and ultimate arena. For other pvp just stick close to a dps, and don't let either yourself of the other person die.
Agreed with the above post that there just isn't one spec that is best for everything. If there were, there'd really be no point to ever respec. Now, if you're going to do lots of BGs, a PVE build still works fine in most cases, particularly if you're in a pre-made with guildies. There have been several times I've done AV, EotS, and even WSG without dying without respeccing for PVP, simply because I have good gear PVE gear filling in where my PVP lacks, and the healing from the spec helps make up for some of the survivability lost.
As for arena, if you really want to rule arena, you have to go to a PVP spec, but this is true for virtually any class. As for me, I tend to do arenas without respeccing and do reasonably well. Perhaps if I did it enough to have better PVP gear it would be worth it, but for now... nah.
Of course, that said, the reverse is also true. If you primarily do PVP, a PVP spec isn't great for PVE, but unless you're doing high end raiding, it's generally good enough.
All of that said, a Shadow Priest PVP spec is the closest a Priest can get to being suitable for both PVE and PVP. All a Shadow Priest needs for PVP that he doesn't normally get is Improved Mana Burn and Silence. So, you don't nerf your PVE damage a whole lot with a PVP spec as a Shadow Priest.
well in i use it to get into the disp tree bc in certain instances the one who doesn't get feared gets attacked. Feared tank... feared cc.... feared dps...5 elites running straight at you = FUN and most of the time wipe or your death. So yea, plus i use a wand when soloing to let my mana regen a bit.
Use it to get just enough to get into mental agil and inner focus
also note 5 elites coming on to a dps clothie (who has as much armor as the warrior shield) is not fun
It's for the non pvp type

I use to be of this thought; however, I realized that this was incorrect. First of all, you have Fear Ward; so unless the tank is getting feared a lot, there's no reason have Fear Ward up most of the time. Second, if your warrior is a tank, there's absolutely no reason he should ever be feared unless he's caught by surprise because he can always Stance Dance. Third, if you happen to not be feared and everyone else is, if you're close enough that you don't have time to react by, say, fading and running, then you're not using range effectively.
There are plenty of times where resisting a fear could mean the difference between downing a boss and wiping. Nightbane is a good example. Usually you can stand out of range of the fear, but sometimes the Charred Earth forces you to be closer than you'd like. If all the healers get feared, it's quite likely that the tank will die.
Don't forget, Unbreakable Will doesn't just effect Fear, it also effects Stun and Silence. Resisting these effects are also enormously useful. Silence effects play a role in boss fights like Gruul, and Nalorakk and Hexlord in ZA. Again, same deal; sometimes resisting the silence can mean the difference between the tank living, and a wipe.
Bottom line, Wand Specialization is a fantastic talent for leveling, or if you do a lot of soloing and instancing. However, if you do any raiding, it's just not useful as you should be casting (either healing, or DPSing). I only ever wand if I'm 100% sure I don't need to be cancel-casting or we have up a Judgment of Wisdom and I'm trying to regen mana. You are not making the most effective use of your talents or your raid spot if you do not have Unbreakable Will.
Also, for the PVP inclined, this should be a no-brainer. Unbreakable Will is an essential PVP talent.
